Burbio School Tracker 4/14: Budget Books
In this week's Tracker we cover budget priorities for 2026-27, ELL challenges, school purchasing titles, and security spending. More below.
1. This time of year districts present budgets for 2026-27, often in the form of school board meeting presentations or preliminary "budget books" that provide qualitative summaries of what is behind the numbers. Even districts that are under financial stress will highlight areas of investment that present opportunities for suppliers. Below are a handful of priorities from the districts highlighted:
The proposed budget for Gwinnett County Public Schools, GA highlights these initiatives:
- Literacy: New programs include a K–1 Summer Literacy Camp at 5 schools, a student-teacher ratio reduction pilot in grades 1–2 at 5 schools, an Intensive Reading Program at 3 middle schools, and intensive reading courses at 6 high schools for struggling readers.
- College 7 Career Readiness: New Computer Science/STEM “Specials” and robotics competition opportunities in elementary schools; free PSAT 8/9 for all 8th graders; and free PSAT/NMSQT + SAT for all 11th graders.
- Safety and Mental Health: Includes a weapons detection pilot at multiple elementary schools, 15 additional School Resource Officers (SROs), new Social Workers to lower caseloads, expanded clinical therapeutic services, suicide prevention education, plus transportation modernization.
Metro Nashville Public Schools, TN emphasizes the following:
- Early Learning: A new $1.27 million investment expands high-demand Pre-K seats at the Hillwood Early Learning Center, strengthens family engagement for ages 0–3 through the Grow Together outreach model, and adds coaching to improve instructional quality for Pre-K educators.
- Academic Acceleration: (Core Instruction & Literacy/Math): $10.5 million to accelerate Tier 1 instruction and interventions in priority schools.
- College & Career Readiness and Advanced Academics: Strengthens the Gifted and Talented program while expanding college/career pathways.
- School Supports: New/expanded Student Success Centers, school health clinics, before and after-care enhancements, and family engagement improvements.
Boston Public Schools, MA highlights:
- Special Education Supports: A 22% increase in special education spending covers expanded related services (Speech, OT, PT), 1:1 paraprofessionals autism-spectrum contracts, and other inclusive-education supports.
- Multilingual Programs: Investment in bilingual education and dedicated instructional coaches for multilingual learners.
- College & Career Readiness: Dual Enrollment, Early College Pathways, and CTE expansion are receiving “deep and sustained investments.”
Stamford Public Schools, CT:
- New School Construction Projects: The district presentation details the capital budget, which includes investments for the construction of a new high school, a new K-8 School, and a new two-campus K-8 School.
- Special Education: New Specialized Classrooms & Supports, including an additional 10 SPED paraeducators and funds for supplies for new specialized classrooms.
- Student Support: Additional staff for social-emotional learning coordination and mandated speech/related services for IEPs.

3. Burbio’s Signals Tracker analyzes millions of school board discussions to deliver precise insights on district intent. This week, we reviewed ELL-related signals from hundreds of districts. Here are the top adoption challenges they cite:
- Shortages of certified bilingual and ESL teachers: Schools struggle to find and recruit licensed multilingual staff. Districts can be forced to rely on certification waivers for teachers who have not yet met state ESL requirements.
- Performance stagnation and achievement gaps: English Language Learners (ELLs) often underperform compared to English-only peers, with some districts noting that low percentages of ELL students make adequate progress toward language proficiency. Students also face challenges translating language acquisition into improved scores on standardized state tests.
- Language barriers impacting core subjects create instructional hurdles. Educators often struggle to determine whether a student's difficulty in subjects like mathematics is due to a lack of conceptual understanding or a result of their reading and language ability.
- Program logistics and fidelity: Districts face logistical dilemmas, such as whether to house dual language programs in multiple buildings or consolidate them, and report a need for more flexible options to support newcomers and students at a Level 1 (beginner) English proficiency.
- Accurate special education identification can be a complex issue, as districts must develop protocols to identify suspected disabilities within the multilingual learner population without conflating them with language acquisition hurdles.
4. Burbio’s District Research and Territory Planning Agent generates sector-specific summaries of a district’s initiatives, priorities, and vendors. The following is an excerpt of a summary for Aldine ISD, TX for security:
Budget and Funding
- Purchases for 2025-2026 included six Chevrolet Tahoes for the district police force and three Dodge Durangos built for K-9 squads, totaling $712,741.
- In the past year, Aldine ISD increased the number of security cameras, spending $1,220,000 for new video surveillance storage, funded by a 2023 bond.
- For the 2025-2026 school year the district allotted $242,000 to renew its use of device-monitoring systems that filter and report dangerous online and offline content and activity.
New Programs or Initiatives
- $847,000 from the 2023 bond has been approved for architectural services for a standalone building for its 70-member police force.
- The district is revamping its cybersecurity policies including moving cybersecurity training requirements from the Department of Information Resources to the Texas Cyber Command, in compliance with Texas HB 150.
- As of late 2025, Dana Safety Supply, Inc, is contracted to provide rifle-rated shields for 73 police officers, at a cost of $243,058.
Current or Major Vendors
- The district contracted with GTS Technologies to provide 34 mobile rugged laptops, with mounts, to use in Aldine ISD police vehicles.
- The district is approaching the end of year three in a five-year contract with Centegix for Silent Panic Alert technology.
- Axon Enterprise, Inc., is in the fourth year of a five-year contract to provide body cameras for the Aldine ISD police force.
