# Burbio School Tracker 9/29: Buying Seasons
In this week's Tracker, we cover RFP seasonality, market share analysis in the security and student safety space, and Superintendent turnover in districts expanding CTE and STEM.

**1.** Burbio’s RFP database tracks K–12 solicitations across a wide range of categories, with new opportunities added daily. The chart below groups RFPs by the quarter they were due, showing when different types of opportunities are most active in the market.
Quarter two (in yellow) is the highest for all the verticals except for HVAC and Energy, where the highest quarter is the first quarter. Q4 is the slowest quarter for five of the six categories and is particularly slow for Curriculum (5.8%) and Mental Health (10.3%). The only category where Q4 is not the slowest is HVAC, where the slowest quarter is Q3.
**2.** Burbio’s Superintendent Tracker follows leadership changes from vacancy announcements through new hires, with access through our MCP in Claude, ChatGPT, and other AI platforms. Suppliers track these transitions because new leaders can change the pace of district initiatives. Below are districts expanding STEM and CTE programs amid superintendent turnover:
We start with Texas districts expanding CTE/STEM where a new Superintendent has just started:
- **Edcouch-Elsa ISD, TX,** has a new superintendent as of **August 2026** and is continuing a broader CTE build-out that includes HVAC, welding, electrical, and patient care pathways. The district previously advanced plans for dedicated labs for these programs, including authorization to seek proposals or bids for the CTE lab facility project.
- **Los Fresnos CISD, TX,** brought in a new superintendent in **August 2026.** The district continues to invest in CTE facilities and Mechatronics equipment, along with technical training and work-based learning.
- **Calallen ISD, TX,** appointed a new superintendent in **August 2026** as it planned new middle-school CTE offerings, certification supports, equipment, and work-based learning for 2026–27.
- **Edinburg CISD, TX,** saw its new superintendent start in **September 2026** while advancing a dedicated CTE Career Center and new Barbering, Electrical Technology, and Networking courses.
Below are districts across the country expanding CTE and STEM programs while awaiting a permanent superintendent:
- **Lake County Schools, FL,** has named a successor to its retiring superintendent. The transition is expected in **December 2026 or January 2027.** The district is seeking funding for STEM, STEAM, robotics, and science resources while continuing its CTE and dual-enrollment pathways.
- **New Albany-Floyd County Schools, IN,** had a resignation reported on **September 7, 2026,** and the search remains open. The district is reviewing CTE pathways at Prosser Career Center and planning more work-based learning opportunities.
- **Richland School District, WA,** is seeking a new superintendent following a retirement announcement. The district approved a four-year CTE plan covering career pathways, industry partnerships, credentials, and expanded CTE/STEM teaching assignments.
- **Poughkeepsie City School District, NY,** voted in **August 2026** to end its superintendent’s contract in **February 2027,** with a successor search planned. The district partners with Northwell Health on mentorship and career preparation, and the Dutchess County Regional Chamber of Commerce on workforce development.
