# Burbio School Tracker 10/6: Fast Forward

In this week's Tracker, we continue our review of RFP seasonality, market share analysis in the CTE and STEM industry, and compare AI trends from early Fall 2025 to today.

**1.** Burbio’s RFP database tracks K–12 solicitations across a wide range of categories, with new opportunities added daily. The chart below groups RFPs by the quarter they were due, showing when different opportunity types tend to be most active in the market. Professional development (44.7%) and Staffing/Student Services (45.2%) peak in Q2, while Technology and Equipment (46.9%) and Outdoor Equipment (29.9%) peak in Q1.

**2.** Burbio’s Signals Tracker tracks school board meetings and strategic plans nationwide. As the school year begins, we examine how district discussions of artificial intelligence have changed over the past year, comparing themes from July–September 2025 and July–September 2026:

A year ago, districts laid out policies, explored tools, and introduced staff to AI. Those efforts continue, but the 2026 discussions reveal more concrete decisions about where AI fits:

- **Districts are defining which tools belong.** Policies spell out approved platforms, how new tools are reviewed, and what information staff and students may share with them.
- **Training is part of regular district operations.** Introductory workshops now extend to ongoing coaching, learning pathways, and support for specific classroom applications. Student AI literacy is also part of the planning.
- **Districts are setting rules for AI use.** They are specifying when students may use AI, what they must disclose, and which tasks they must complete on their own.

Several examples show how those decisions are playing out:

- **Teachers must train before students can participate.** In August 2025, **Eudora School District, KS,** was discussing pilots and guidelines. Its 2026–27 family guide requires educators to complete approved AI literacy training before introducing AI into student-facing instruction.
- **The same tool can be permitted in high school and prohibited in earlier grades.** Among many examples of age-regulated use cases, **Carroll ISD, TX,** proposed barring generative AI use for schoolwork in grades PK–8 while allowing specifically authorized high school uses. The district cites the need for students to develop their own academic and critical-thinking skills.

- **AI moving beyond the screen** is an interesting issue to keep an eye on. **Alpine School District, UT,** tabled an electronic-device policy following discussion of AI glasses and student privacy. **Berea City School District, OH,** is reviewing language requiring authorization for employees to use AI recording tools.

**Learning and long-term impact:** Cheating and privacy remain concerns, but districts are now focused on what happens when students use AI as allowed. They are weighing how to preserve students’ writing, reasoning, and problem-solving skills while assessing whether the tools help them learn.

**3.** As K–12 spending shifts, Burbio clients, from sales teams to corporate strategy groups, use market penetration data to understand where business is moving. Burbio’s Checkbook Register Database, covering districts serving more than 20 million students, powers this analysis.

We begin with selected **STEM curriculum and hands-on learning providers,** spanning science instructional materials, engineering, robotics, and coding. For each company, the chart shows the share of covered student enrollment in districts that made at least one payment to that provider during the period:
